ABC-VA and the NAWIC Greater Tidewater Chapter invite you to join us as we celebrate Women in Construction Week (WIC) and International Women’s Day. We can’t think of a better day to celebrate the contributions women make each day within our society and their impactful role in our local construction industry. Please note: this event is open to all members!

Dr. Felicia Blow, APR, Hampton University, Associate Vice President for Development
Dr. Felicia Blow, APR, is an award-winning leader with extensive organizational, fundraising, strategic planning, leadership, and management experience. With a 30-year career spanning work in manufacturing (Caterpillar, Inc.); waste management and environmental services (Southeastern Public Service Authority); telecommunications (Cox Communications); and higher education (Paul D. Camp and Tidewater Community Colleges), Dr. Blow currently serves as Associate Vice President for Development at the renowned historically black institution Hampton University. Among her many accomplishments, Dr. Blow has been featured in the book “Diverse Voices,” published by the PRSA Foundation in 2018. She has also been featured in “PR Women with Influence: Breaking through the Ethical and Leadership Challenges” by authors Juan Meng and Marlene S. Neill, published in late 2020.

Dr. Ron Carlee, Old Dominion University, Director of the Center for Regional Excellence, Strome College of Business Assistant Professor, School of Public Service
Dr. Carlee joined ODU after a career in local government executive positions. Beginning at age-21, he served as assistant to the Mayor of Birmingham, Alabama. Over the course of his practitioner career, Dr. Carlee was City Manager of Charlotte, NC, Chief Operating Officer of ICMA (International City/County Management Association), County Manager of Arlington, VA, Director of Health and Human Services for Arlington, VA, and he held other positions in budgeting, purchasing, information technology, and parks and recreation. Policy and research interests include leadership, regional excellence, economic development, ethics, social equity, race relations, public safety, emergency management, public budgeting, and interorganizational relations. Dr. Carlee’s work explores the inter-relationships of public policies and their impacts on local governments, the role they play in community building, and their implications for city leaders.

Elizabeth "Boo" Twohy, Capital Concrete, Inc., President
Boo joined the family business in 1975 and has spent her career growing a small family business into a major ready-mix supplier for South Hampton Roads and Moyock, NC. Boo attributes her knowledge and growth in the business to her father’s hands-on leadership. Being a woman in a traditionally male business, Ms. Twohy realized the need to learn to drive a truck, batch a load, dispatch and sell the material. Boo’s approach to leadership is one of inclusiveness. The success of Capital Concrete is a direct result of never saying that a job cannot be done, and the belief that success is built on hard work and a team effort. Leadership and team building are a direct result of instilling a sense of pride and respect in your teammates. They must know that they are important!
